In  today's economy cruise lines are offering added benefits such as on board credits, tips inclusive, free coupon books, and other amenities. These benefits are very seldom allowed on an interline fares. Cruise lines have not been as generous this year as in past years. The main reason is that they filing the ships by offering very competitive retail rates. 

It used to be that airline employees didn't have to worry about flying to a destination, but flying non-rev today is a real challange. So the advantage of selling to interliners is greatly deminished. There are only a handful of interline agencies compared to the thousands of retail agencies. The cruise lines are now offering the same or better rates to everyone.
